It is not our formal duty to take positions on the country's international affairs; we can do that only as scientists and citizens. We also unserstand the strenuous efforts made by the interested parties for such a long time.
In my view, the second term of the linguistic formulation signifies an advance; yet the first does not avoid issues related to past controversies.
